In a major blow real-money gaming (RMG) industry, the Madras High Court has backed the Tamil Nadu government's newly introduced rules governing the real-money gaming (RMG) sector, which include restrictions on playtime and platform usage.
A division bench comprising Justice SM Subramaniam and Justice K Rajasekar rejected a series of legal challenges brought by several RMG operators such as Games24x7, Junglee Games, Head Digital Works, WinZO, along with groups like the Esports Players Welfare Association (EPWA).
The judges emphasized that the intent behind the regulations extended beyond mere state control, pointing to the goal of protecting users’ mental and physical health.
These gaming companies had petitioned the court in February 2025, shortly after the Tamil Nadu government implemented state-specific guidelines targeting online gaming behaviour.
Issued by the Tamil Nadu Online Gaming Authority (TNOGA), the rules are part of a broader push to bring oversight to the rapidly expanding RMG space. One key provision mandates a “cool-off” period—blocking user access to gaming platforms between midnight and 5 a.m.
