  • The Delhi State Industrial & Infrastructure Development Corporation (DSIIDC) has issued a Request for Proposal (RFP) for a Rs 2.20 crore contract for social media and creative agency services, with a potential one-year extension based on performance.
  • The selected agency will provide integrated communication support for various DSIIDC activities, including social media management, digital content production, event support, and corporate communication materials.

The Delhi State Industrial & Infrastructure Development Corporation (DSIIDC) has put a Rs 2.20 crore social media and creative agency mandate up for grabs, inviting bids for a one-year contract that can be extended for another year based on performance.

According to the RFP, accessed by exchange4media, the selected agency will provide integrated communication support across DSIIDC's institutional activities, including industrial infrastructure development, MSME promotion, entrepreneurship initiatives, stakeholder engagement, exhibitions, workshops, events and government programmes. The mandate spans social media management, digital outreach, creative services, audio-visual production and related communication support. 

The agency will be responsible for managing DSIIDC's official social media platforms, producing digital content including reels, animations, explainer videos and campaign films, maintaining the organisation's website, supporting events and exhibitions, undertaking photography and videography, preparing corporate communication material such as press releases, speeches, brochures and annual reports, as well as media monitoring and research. 

The RFP also lays down an indicative workload of 50-70 social media posts or creatives every month, 10-15 short-form videos, 4-6 motion graphics, 10-15 creative designs, coverage of up to 10 events or site visits, and up to two to three digital campaigns every month. Annually, the agency may also produce one corporate report, up to four institutional films, 12 newsletters and communication support for major events and stakeholder outreach programmes. 

DSIIDC has also set audience growth expectations, stating that the agency should attempt to achieve a minimum 5 per cent month-on-month increase in followers or subscribers across each active social media platform while demonstrating consistent improvements in engagement metrics such as reach, impressions, views, likes, shares and watch time. 

To qualify, bidders must be empanelled with the Central Bureau of Communication (CBC), have an average annual turnover of at least Rs10 crore over the past three financial years, employ at least 50 full-time professionals, operate from more than one city and have completed at least three qualifying government or PSU communication assignments worth Rs 1.5 crore or more each during the past five years. 

The agency will be selected through a Quality and Cost Based Selection (QCBS) process, with 70% weightage assigned to technical evaluation and 30% to financial bids. 

Technical proposals will be evaluated on turnover, relevant government experience, the proposed core team and a presentation covering DSIIDC's communication strategy and campaign approach.
