In a significant move to safeguard consumers from malicious links, the Telecom Regulatory Authority of India (TRAI) has mandated that all Access Providers block any SMS traffic containing URLs, Android Package Kits (APKs), or Over The Top (OTT) links that have not been whitelisted.

The directive, issued on August 20, 2024, will be enforced starting October 1, 2024.

This new regulation is part of TRAI’s broader effort to enhance the security and transparency of India’s messaging ecosystem. Registered senders are now required to upload their whitelisted links to the Access Providers' portal, ensuring that only approved URLs and links are transmitted. With over 3,000 registered senders having already whitelisted more than 70,000 links, compliance is steadily increasing. However, any sender who fails to whitelist their links by the due date will be barred from sending messages that contain URLs, APKs, or OTT links.

For digital marketers and advertisers, particularly in India’s rapidly evolving mobile landscape, this directive will require swift adaptation. Many rely on SMS campaigns with embedded URLs for customer engagement, app downloads, and content delivery. By complying with the whitelisting process, marketers can not only ensure the smooth transmission of their campaigns but also foster a more secure and trustworthy communication environment for consumers.

TRAI’s initiative, aimed at curbing the misuse of URLs in unsolicited messages, could reshape how brands and advertisers engage with consumers through SMS, marking a pivotal step toward safer digital interactions in India.
