The Telecom Regulatory Authority of India (TRAI) has directed all Distribution Platform Operators (DPOs) including direct-to-home (DTH) operators, multi system operators (MSOs), headend-in-the-sky (HITS) operators, and internet protocol television (IPTV) operators to submit performance monitoring reports on a regular basis.
In an order issued today under section 12 of the TRAI Act, 1997, the regulator said DPOs must file Monthly Performance Monitoring Reports (M-PMRs) within ten days from the end of each month and Quarterly Performance Monitoring Reports (Q-PMRs) within fifteen days from the end of each quarter. Submission of Q-PMRs will remain optional for smaller operators with an active subscriber base of less than 30,000 as on the last day of the preceding financial year.
TRAI had first introduced the requirement for DTH operators to file quarterly reports in July 2008. In June 2019, the formats were revised and extended to MSOs and HITS operators as well. The current update aligns reporting obligations with the amendments made in tariff orders, interconnection regulations and quality of service rules.
According to TRAI, the enhanced reporting framework is intended to improve compliance monitoring, ensure transparency, safeguard consumer interests and support the orderly growth of the broadcasting and cable TV sector.
