Govt AI blueprint recommends national-level institutional mechanism

New governance guidelines outline a balanced, innovation-first approach to AI with strong guardrails for safety, accountability and public trust

India has released a comprehensive governance framework that positions artificial intelligence as a national catalyst for inclusive growth, digital empowerment and global competitiveness, while putting in place robust mechanisms to manage emerging risks to citizens and institutions . The guidelines aim to steer the country toward large-scale AI adoption by focusing equally on innovation, safety and societal resilience.
The framework is built on seven core principles that prioritise trust, human-centric design, fairness, accountability, transparency, responsible innovation and sustainability as foundational pillars for the country’s AI ecosystem. It seeks to ensure that AI systems empower people, function responsibly across sectors and operate with safeguards that prevent harm.
Central to the document is a six-pillar strategy covering infrastructure, capacity building, policy and regulation, risk mitigation, accountability and institutional coordination. It calls for expanding access to high-quality datasets, subsidised compute capacity and integration of AI with Digital Public Infrastructure to accelerate adoption in diverse sectors ranging from agriculture and healthcare to education and governance .
The report outlines the need for wide-ranging skilling programs for citizens, regulators and public officials to improve AI literacy and strengthen organisational preparedness. It emphasises that many AI-related harms can be addressed through existing laws, while urging targeted amendments in areas such as digital platforms, data protection and copyright to close regulatory gaps and boost innovation .
A major portion of the framework focuses on risk mitigation through India-specific assessment models, incident reporting systems and voluntary commitment frameworks backed by techno-legal measures. It highlights concerns around deepfakes, algorithmic discrimination, misinformation, national security threats and loss-of-control scenarios, recommending layered safeguards, human oversight and privacy-preserving tools to limit harm .
To operationalise the guidelines, the report proposes a national-level institutional mechanism anchored by a new AI Governance Group, supported by a Technology and Policy Expert Committee and the AI Safety Institute. These bodies will coordinate policy, develop standards, evaluate risks and support responsible deployment across sectors.
Together, the guidelines establish a flexible and future-ready governance model that enables India to scale AI responsibly while safeguarding individuals, institutions and national interests.
