India’s public communication landscape is undergoing rapid transformation with the introduction of new technologies such as digital radio and Direct-to-Mobile (D2M) services. These innovations are expected to play an important role in delivering entertainment, education, and essential messages to the public, the Minister of State for Information and Broadcasting, Dr. L. Murugan, recently informed the Lok Sabha.
According to the government, digital radio and D2M technology make more efficient use of spectrum, allowing multiple channels to operate on a single frequency. Digital radio provides a cost-effective, free-to-air service, while D2M technology can deliver video, audio, and data directly to mobile phones without the need for a SIM card or internet connection. This enables the public to access educational content, entertainment, and emergency alerts at affordable rates.
In parallel, the government has taken steps to tackle the issue of spam calls. The Telecom Regulatory Authority of India (TRAI) has implemented strict regulations to control unsolicited calls and messages, known as UCC. A dedicated Distributed Ledger Technology (DLT) platform, based on blockchain, has been introduced to allow consumers to choose which promotional calls or messages they wish to receive. Banks, insurance companies, airlines, and telemarketers are registered on the platform, and consumers can file complaints against unwanted communications, which are then acted upon.
The Ministry of Information and Broadcasting also continues to support the adoption of new technologies through policies such as the Broadcasting Infrastructure and Network Development (BIND) scheme. Under this programme, Prasar Bharati is upgrading the networks of Doordarshan and All India Radio, incorporating modern equipment and digital solutions to improve services for audiences.
Overall, the government’s approach seeks to strengthen communication through technological innovation while simultaneously protecting consumers from nuisance calls and messages.
