The Telecom Regulatory Authority of India (TRAI) gave a deadline till August 31, 2018 to broadcasters to comply with all the provisions of the regulations and tariff order. So far, only ZEEL has made an official announcement that all Zee channels will be available on a-la-carte basis, as required by the Regulations.
Although the matter in the Supreme Court will be heard on September 5, the apex court had earlier refused to stay the Madras HC judgement on the TRAI's Interconnect Regulation and Tariff order.
exchange4media on Tuesday reached out to several broadcasters to know their plan going forward as the deadline nears. While some refused to speak on the matter and suggested that we wait for the deadline to come, others gave a clue to what could possibly happen.
“Although I am not saying that we will not comply, but what will happen if we don’t? TRAI has not yet mentioned,” a senior industry person told us.
“Even ZEE, in its official statement, has mentioned everything in future tense. They are also still planning,” he added.
Another senior person in the broadcasting industry, who spoke to us on the condition of anonymity, suggested an extension of the deadline until the case is closed in the apex court. “I think we should request TRAI to extend the deadline till the case is over. The case is still pending in the Supreme Court,” said the senior industry person.
On 3 July 2018, TRAI had implemented the Telecommunication (Broadcasting and Cable) Interconnection (Addressable Systems) Regulations, 2017 after it was upheld by the Madras High Court with an exception.
While bringing the Interconnection Regulation 2017, the QoS Regulation 2017 and the Tariff Order 2017 into effect, the TRAI also prescribed timelines for the stakeholders.
