Over Rs 10 crore in govt social media mandates up for grabs as briefs get bigger

From influencer marketing and generative AI to social listening and crisis communication, government social media tenders are expanding into full-service communication mandates

Government departments are opening up a sizeable new business opportunity for digital and creative agencies, with over Rs 10 crore worth of identified social media, digital communication and related mandates currently up for grabs across central and state government bodies.

The actual opportunity is likely larger, since some active tenders do not specify their estimated contract value. 

The rush of mandates comes amid a wider push by governments towards stronger digital outreach and content-led communication.

At the same time, what governments are buying under the label of ‘social media’ is changing.

The briefs are no longer limited to managing Facebook, Instagram or X handles. The mandates examined by exchange4media stretch across influencer marketing, AI-enabled content creation, social listening, reputation management, crisis communication, video and reels, PR, outdoor creatives, website management, analytics, user-generated content and even the creation of new intellectual properties.

One of the larger accounts currently on offer is the Rs 4 crore social media mandate floated by the Department for Promotion of Industry and Internal Trade (DPIIT), as reported earlier by exchange4media. The two-year account spans content creation, campaign management, moderation, video production, response management and analytics across major social platforms.

But DPIIT is only one of several government accounts currently seeking agency partners.

Delhi Education puts Rs 3 crore communication account on the table

The Directorate of Education, Government of NCT of Delhi, is scouting for an agency for strategic communication, media and related support services, with the estimated cost of the tender pegged at Rs 3 crore.

The scope is strikingly broad.

The selected agency is expected to function as the Directorate's primary implementation partner across communication, digital media, content and outreach. Its remit includes official websites and social media platforms, digital content production, event coverage, media campaigns and other public outreach mechanisms.

Social media responsibilities include management of platforms such as Facebook, Instagram, X and YouTube, creation of original blogs and posts and developing hashtags around Directorate initiatives. Content production stretches to infographics, explainer videos, carousel posts, shorts and reels, public-awareness campaigns and narrative videos.

The agency will also be responsible for creative development for outdoor advertising, media campaigns, promotional events and expos, besides producing informational and promotional films involving scripting, storyboarding, shoots and original music.

It is the newer elements of the brief that show how dramatically the definition of a government social media mandate is expanding.

The Directorate wants the agency to use AI-driven tools for social listening, tracking conversations, sentiment and public feedback, while identifying misinformation and emerging narratives requiring an official response. It also calls for thematic videos, documentaries and motion graphics, alongside the use of AI and generative media for multilingual dubbing, subtitling and visualisation.

UGC is part of the mix too. The agency is expected to encourage students, teachers and alumni to co-create content and use AI tools for verification, curation and contextual tagging of user-generated content.

Influencers enter government communication briefs

Perhaps most notable for the advertising and influencer-marketing industry is the explicit inclusion of creators.

The Delhi Education brief asks the agency to identify credible educational influencers, academicians and thought leaders 

and execute influencer collaborations, while documenting the measurable impact of these activations. Influencers are also expected to be integrated into public outreach and press events.


The scope extends into conventional PR as well, including media relations, feature-story pitching, media tours, press releases, spokesperson training and crisis communications.

The agency will be expected to anticipate misinformation, prepare factsheets and maintain what the tender calls a real-time ‘rebuttal bank’, alongside operating a rapid-response media cell for sensitive education-related developments.

The Delhi tender closes on September 28.

Gujarat seeks agency for tribal outreach

In Gujarat, the Tribal Development Department, through the Gujarat Tribal Research and Training Society, is looking for an agency for social media management and marketing, with the project pegged at approximately Rs 1 crore.

The brief calls for comprehensive planning, design, development, management and promotion of digital communication around tribal welfare programmes, government initiatives, schemes, events and campaigns.

The content requirement is substantial. The agency is expected to publish at least one reel and two creatives every day, with content produced in Gujarati, English and Hindi.

It will also be responsible for organic amplification, audience targeting, monitoring rumours and advisories, periodic rebranding of the department's social media presence and developing new digital campaign concepts.

The tender closes on September 28.

Haridwar Kumbh 2027 scouts for social media agency

The Haridwar Kumbh Mela administration is also looking for an agency to handle social media management for Kumbh Mela 2027, with the tender scheduled to close on September 28.

While the exact tender value could not be accessed, industry sources estimate the mandate to be worth around Rs 50 lakh.

Science, sports and human rights bodies join the hunt

The opportunity isn't confined to large public-information departments.

The Council of Scientific and Industrial Research (CSIR), under the Ministry of Science and Technology, has also floated a tender worth around Rs 1.3 crore, closing October 3, according to the tender information reviewed by exchange4media.

The Small Industries Development Bank of India (SIDBI) is also seeking a social media agency, with the Mumbai-based mandate valued at Rs 50 lakh. The tender is scheduled to close on October 12.

The Uttar Pradesh Sports Department has floated a smaller Rs 6 lakh social media agency requirement covering content creation, with the tender scheduled to close on September 25.

The National Human Rights Commission, under the Ministry of Home Affairs, meanwhile has a Rs 20 lakh social media-related mandate for services including news clippings from online media, scheduled to close on September 26.

These sit alongside a longer tail of smaller government requirements, some running into Rs 5 lakh, Rs 10 lakh or Rs 20 lakh, creating an opportunity not only for large network agencies but potentially for specialist digital and regional shops as well.

For agencies, the bigger signal may therefore lie beyond the value of the opportunities currently on the table. It is in what governments are now willing to buy under a social media mandate, from reels and influencers to generative AI, social listening, reputation management, crisis communication and increasingly, an entire communication architecture.
