Senior journalist and author Dr. Anil Singh's new book 'Prime Minister: Discourse in Indian Politics' will be released on the evening of April 3 at the Prime Minister's Museum and Library in Delhi.

According to Dr Anil Singh, the office of the Prime Minister in India is central to its political structure, yet there has been relatively little study on this subject. 'Prime Minister: Discourse in Indian Politics' is a contemporary scholarly contribution that fills this void, offering a deep perspective on the nature, challenges and transformations of this important democratic institution. According to Dr Anil Singh, this will not be just a book launch but an intellectual platform for debate on the democratic evolution of the Prime Minister's Office (PMO).

According to Dr. Singh, this work presents a comprehensive discourse covering the journey from constitutional origins to contemporary governance. It is particularly relevant in today's times, when India's democratic landscape is changing rapidly and the role of leadership has become extremely central.

The book traces the journey from the Government of India Act of 1858 to the establishment of the Indian Constitution of 1950. It was this constitutional framework that clearly defined the role of the Prime Minister, which is rooted in democratic values, parliamentary traditions and accountability of the executive.

A major contribution of the book is that it critically examines the influence of extra-constitutional bodies such as the Planning Commission and the National Advisory Council. These institutions have influenced governance from time to time, but at times they also risked overshadowing the constitutional role of the Prime Minister. The book emphasises the need to correct this imbalance and to statutorily regulate these institutions for transparency and accountability.

The book also contains an important discussion on parliamentary versus presidential systems. It strongly supports India's parliamentary system, calling it the most appropriate system in accordance with the country's diversity and population. The book also proposes reforms such as increasing electoral accountability and executive-legislature coordination.

Regarding this, Dr. Anil Singh says that the tenures of Prime Ministers from Nehru to Narendra Modi are part of another major section of this book. It analyzes the working style, power structure and role of each Prime Minister in policy making. In particular, Narendra Modi's reign has been described as an era that strengthened India's global image.

Under the leadership of Prime Minister Narendra Modi (2014–2024), India has achieved many historic achievements in the field of nation-building. His rule has been full of nationalist thinking, decisive economic policies and global strategic diplomacy. Digital India, Swachh Bharat Abhiyan, Make in India, and infrastructure development reflect his vision of a developing India. Active role in international forums, such as presidency of QUAD and G20, establish India as a global power. Good governance, simplification of bureaucracy and expansion of digital means for communication with citizens were notable during his tenure.

This book is not limited to the academic field but also provides practical insights on democratic governance and institutional strengthening. It urges that future holders of the prime ministerial post should prioritise democratic institutions over personal political interests in order to secure the country's stability and democratic future.

According to the author of the book, 'Prime Minister: Discourse in Indian Politics' is an important work that attempts to understand India's democratic development from the perspective of its highest executive institution. Its release in the presence of prominent political and academic figures underlines its importance and it will form the cornerstone of future discourses on leadership, democracy and governance. The book, while highlighting the transformational leadership of Prime Minister Modi, also highlights the need for a strong and constitutionally committed Prime Minister's Office—which is essential for the strengthening of Indian democracy and its role on the global stage.
