The Ministry of Electronics and Information Technology (MeitY) has issued a notice to X Corp for alleged failure to comply with obligations under the Information Technology Act, 2000 and the IT Rules, 2021.
In its notice, MeitY has asked X to submit an action taken report (ATR) within 72 hours, detailing measures adopted to address the issue, the role and accountability of its chief compliance officer, and adherence to mandatory reporting requirements.
The ministry has expressed grave concern over reports that X’s AI service Grok is being misused to create and circulate obscene, indecent and sexually explicit content targeting women. According to the notice, users have exploited Grok’s AI capabilities to generate synthetic images and videos in a derogatory manner, violating privacy and dignity.
The government has directed X to conduct a comprehensive review of Grok’s technical architecture and governance framework to prevent the generation of unlawful content. It has also instructed the platform to enforce strict user policies, including suspension and termination of violators, and to ensure that all offending content is removed immediately without tampering with evidence.
The ministry has cautioned that continued non-compliance could result in the loss of safe harbour protection under Section 79 of the IT Act, and may invite penal action under multiple laws.
