  • The decision was made during the 665th Executive Committee Meeting held in Mumbai on July 17, 2026, where members expressed concerns over increasing expenses.
  • INS Secretary General Mary Paul emphasized the importance of notifying advertising agencies about the surcharge to avoid complications in client invoicing.
  • The advisory encourages member publications to communicate the surcharge implementation clearly and in advance to maintain positive relations with media agencies.

The Indian Newspaper Society (INS) has advised its member publications to levy a 15% surcharge on advertisements from August 1, 2026, citing a sharp rise in newsprint and other input costs due to which operations are reeling under severe economic pressure.

In an advisory issued by INS Secretary General Mary Paul, the industry body said the decision was taken at the 665th Executive Committee Meeting held in Mumbai on July 17, 2026, where members expressed concern over the steep increase in the cost of both indigenous and imported newsprint, along with escalating operational expenses.

The INS has also urged publishers to formally communicate the surcharge to advertising agencies in advance. It noted that, in the absence of written intimation, agencies could face difficulties in raising client invoices that include the additional levy.

“It is advisable that the Member publications implementing the 15% surcharge are requested to timely inform the advertising agencies by giving a clear notice of its implementation. Members would appreciate that this action would help foster good media agency relations,” the advisory said.
