The Income Tax Department’s scrutiny of India’s advertising industry appears to be widening, with searches conducted at premises linked to Bioscope Communications and The Crayons Network over alleged tax irregularities, people familiar with the matter have told e4m.
The searches were carried out at the residential premises of Narendra Jha, Founder and Director of Bioscope Communications, and Kunal Lalani, Managing Director of The Crayons Network, sources said.
The investigation is understood to involve examining alleged off-balance sheet transactions, accounting records and tax-related matters. Government and political-led advertising campaigns are also understood to have come under the department’s scanner, according to people aware of the searches.

The development assumes significance as it comes shortly after the Income Tax Department conducted searches across multiple premises linked to Dentsu Media Group in what sources described as a suspected tax-evasion investigation.
However, sources familiar with the matter stressed that there is, as yet, no confirmation that the searches involving Bioscope Communications and The Crayons Network are connected to the Dentsu investigation.

The Income Tax Department has not publicly disclosed the details of either operation, including the specific transactions or entities under investigation.
Advertising industry's financial plumbing under scrutiny
The latest searches could put renewed focus on the financial architecture of the advertising business, particularly transactions involving media buying, campaign management, production, commissions, inter-company payments and third-party vendors.
The government and political advertising ecosystem could attract particular attention because campaigns can involve large spends routed through multiple agencies, production companies, media owners, vendors and other intermediaries.

Sources said officials are examining campaign-related financial trails in the latest searches. However, it could not be independently established whether the scrutiny relates to specific campaigns, clients, accounting practices, vendor payments, or the treatment of particular revenues and expenses.
For the advertising industry, however, the development comes at a sensitive time.
The Income Tax Department's recent action against Dentsu has already triggered questions about the manner in which large advertising groups structure transactions, account for inter-company payments and handle revenues and costs across entities.
e4m had earlier reported that the Dentsu probe had widened beyond a conventional tax-compliance exercise, with the ‘royalty pivot’ emerging as one of the areas of interest. Transactions involving Indian operations and overseas entities, including payments classified as royalties and intellectual-property-related fees, were understood to be under examination.
The Dentsu investigation has also brought government, election and other campaign-related transactions under scrutiny.
Dentsu link yet to be established
The proximity of the searches is likely to fuel speculation about whether the three developments form part of a larger tax investigation into the advertising ecosystem.
People familiar with the matter, however, cautioned against drawing such a conclusion at this stage.
“The fact that the searches have taken place around the same time does not necessarily mean that they are part of the same investigation,” one person familiar with the matter said.
Another source said the Income Tax Department would have to establish a common set of transactions, entities or financial trails before any connection could be drawn between the cases.
The distinction is important because an Income Tax search can be initiated on the basis of information or intelligence relating to a particular taxpayer or group of transactions and does not automatically imply a broader industry-wide investigation.
Nevertheless, the latest action could increase scrutiny of agencies that have historically handled large government, institutional and political communication mandates.
Crayons' political campaign exposure
The Crayons Network's involvement is particularly noteworthy given the company's exposure to government and election-related communication.
The company has built a diversified advertising business spanning creative, media, digital, events, public relations and out-of-home advertising. Its public profile also highlights experience in election campaigns.
But the combination of large campaign spends, multiple service providers and different layers of agency remuneration can make the underlying financial trail more complex—potentially drawing tax authorities' attention to how revenues, costs and payments are recorded.
Bioscope Communications is also understood to have handled government and political-led campaigns, with sources indicating that transactions linked to such work form part of the areas being examined.
The precise campaigns or financial periods under scrutiny could not be independently ascertained.
Industry watches what comes next
The searches are likely to be closely watched by advertising agencies, media companies and consultants because any subsequent findings could have implications beyond the companies directly searched.
If the department identifies discrepancies in the treatment of campaign revenues, commissions, vendor payments, inter-company transactions or other expenses, it could lead to further questions for agencies and counterparties involved in those transactions.
For now, however, there is no indication that the Income Tax Department has concluded its investigation or established tax fraud by either Bioscope Communications or The Crayons Network.
Both companies were contacted by e4m for their response to the searches and the allegations of tax irregularities. Neither company responded to the queries at the time of publication.
