BSNL Mumbai invites agencies for media and OOH pitch

Bharat Sanchar Nigam Ltd Mumbai has invited the media arms of its empanelled agencies – EuroRSCG, Percept Media, Prachar Media and Mudra Max – to pitch for its media duties. The telecom giant has also called for an OOH pitch. According to industry sources, the cumulative account size is in the region of Rs 150 crore.

The media pitch process is taking place through a tender. The lowest two bids will win the media business. The empanelled agency will be responsible for BSNL’s marketing and publicity activities, including advertising in outdoor, print and electronic media. It may be recalled that BSNL had empanelled four agencies – EuroRSCG, Mudra, PerceptH and Prachar Advertising – to handle its creative business in 2009 for two years.

The criteria for OOH empanelment is that the agencies must have been in the advertising business for at least two years and have sufficient exposure to the advertising field, preferably handling at least three accounts of Government, public sector units or multinational companies. Experience certificates or release orders will have to be submitted for the period 2003-04 till date.

Moreover, the agencies should have an annual turnover of at least Rs 5 crore for 2007-08 and 2008-09. Supporting documents, audited accounts duly certified by a chartered accountant need to be submitted along with the bid.

The interested agencies should have full-fledged office with multi-media facilities in Mumbai and at least two other offices in any districts of Maharashtra and Goa. The complete details of these offices will have to be provided along with the bid.

In addition, the agencies must be accredited to the INS for the last two continuous years and must be accredited/ registered with Doordarshan and AIR. Documentary evidence of these need to be provided along with the bids.

The selected agencies shall be empanelled for a period of two years, which may be extended twice for a period of six months each. The extension shall, however, be based on the satisfactory performance of the empanelled as per BSNL. The last date to avail the tender forms is May 26, 2010.
