TRAI asks broadcasters to remove analogue RIOs from their websites

The Telecom Regulatory Authority of India, on November 30, asked broadcasters to remove Analogue Reference Interconnect Offers (RIOs) from their website.

The regulatory body said that after the implementation of Phase IV of the Digital Addressable Cable TV Systems (DAS) only digital encrypted signals could be carried on the Cable TV network in India.

“Carriage of analogue signals and/or unencrypted signals after 31st March 2017 is a violation of Section 4A of the Cable Television Network (Regulation) Act 1995,” said TRAI.

In the order, the Authority said that it has observed that some broadcasters’ RIOs for analogue platforms were still displaying on their websites and it has “written letters to such broadcasters individually as well whose Analogue RIOs were found on websites.”

While advising Multi System Operators and cable operators to ensure no unencrypted signals were carried on their cable television network, TRAI in its order said, “All broadcasters are advised to ensure that no RIO for analogue platforms are either executed or displayed on their websites and no offers are made, directly or indirectly, for making their signal of TV channels available on analogue cable television networks.”

It should be noted, RIO is an offer document relating to the price at which broadcasters sell their channels to Distribution Platform Operators (DPOs).

The regulatory body said that the Central government had notified on March 31, 2017, that only digital encrypted signals could be carried on the Bacarrying analogue signals and unencrypted signals from April 1, 2017 would be in violation of Section 4A of the Cable Television Network (Regulation) Act 1995.
