API, FIP raise concern over proposed amendment to Indian Copyright Act, 1957

The Association of Publishers in India (API) and Federation of Indian Publishers (FIP) organised a conference in the Capital on January 19, 2011to voice concern over the amendment to the Indian Copyright Act, 1957. The discussion focused on the impact of the amendment on authors, publishers and the reading community.

Top publishers and authors have launched a signature campaign to voice concerns regarding the proposed amendment as they fear that academic book prices will jump ten-fold if the proposed amendment is accepted and India’s literary gains will get choked (amongst other concerns).

Commenting on the signature campaign, Sanjiv Goswami, President, Association of Publishers in India, said, “It is feared that if the proposed amendment is accepted, academic book prices will jump ten-fold since low priced editions (LPEs) of books could be leaked to other territories (countries), where they were normally sold for higher prices than in India, thus offering no incentive for making LPEs available in India in the first place.”

Through this campaign, the publishing industry and individual authors intend to submit a petition to the Union Minister of Human Resources and Development (HRD) stating that the proposed Copyright (Amendment) Bill 2010, to the Indian Copyright Act 1957, and particularly provision 2(m), will have adverse impact on the publishing industry and that it has the potential to even destroy the publishing industry in India.

Anand Bhushan, President, Federation of Indian Publishers, said, “The latest amendment should have been a win-win situation, wherein publishers, authors and customers emerge as beneficiaries. But it will do exactly the opposite and everyone potentially loses out.”
