Broadcasters have a greater role to carry benefits of open sky to the people: I&B Minister

The broadcast industry and the players had a greater role for the development of broadcasting so that the benefits of open sky policy reached the people. The Government as a policy maker played the role of facilitator. This was stated by Minister for Information & Broadcasting and Parliamentary Affairs, P R Dasmunsi, at the inauguration of the BES Expo 2007 on February 2, 2007.

Dasmunsi further said, “There is a huge potential for development of broadcasting in India and we have a lot of advanced technologies available with us. What we need to have is proper selection of technologies suiting our requirements.” He said, “Over the past few years, the broadcasting sector in India has witnessed all round growth. Considering this, the Government has set up a working group and various sub-groups on the information and broadcasting sector for the 11th Five-Year Plan. A sub-group has been set up for the formulation of plans and programmes for expansion of radio and television keeping in pace with emerging trend in technologies including convergence, multimedia, IP enabled applications.”

The Minister further said, “The revised policy of FM privatisation has witnessed a very good response during the second Phase. There is a necessity to give priority for coverage of FM in border areas, rural areas and semi-urban areas. In other areas like uplinking, DTH platform for public and private domain, implementation of CAS etc., the Government has been reviewing its policies to ensure that the objectives of these policies are effectively met.”

“Introduction and migration to digital broadcasting is one of the important tasks at present. Introduction of CAS has opened up another platform to compete with DTH service, thereby helping in reducing the rentals and benefiting the viewers and making available excellent quality signals,” he added.

AIR has planned to take a big initiative in the field of transmission in short wave and medium wave bands during the 11th Plan by introducing digital transmission in a big way. The BES-EXPO has steadily grown over the years and made a place for itself as a premier event attracting broadcasting professionals from all over the world.

S K Arora, Secretary, I&B Ministry, said that in devising a regulatory framework, the interest of the consumer was foremost in the Government’s mind. “The business models have to suit the large number of our consumers. Policy framework and the business models have to be in sync to cater to the consumer interest,” he added.
