TRAI seeks status on subscriber management system from MSOs

The Telecom Regulatory Authority of India (TRAI) has issued directions to all registered Multi System Operators (MSOs) and their linked Local Cable Operators (LCOs) operating in the notified Digital Addressable System (DAS) areas, covered under Phase I of DAS implementation, regarding implementation of Subscriber Management Services.

As is known, DAS is being implemented across the country in a phased manner and the exercise is expected to culminate with the entire country covered under digitisation by December 31, 2014. The first phase covers the metro cities of Delhi, Mumbai, Chennai and Kolkata.

As per the Quality of Service (QOS) regulations of TRAI, applicable for DAS areas, MSOs are required to establish a subscriber management system, wherein all the details of the subscribers, along with their choice of services, are required to be maintained. This will bring in addressability and complete transparency in the whole system. This system enables subscribers to exercise their choice of services and budget their bills accordingly and also facilitates the MSOs to effectively manage their accounting and billing of the services rendered.

It has come to TRAI’s notice that this feature has not been implemented affectively by many MSOs. Also, in many of the cases LCOs have not provided the completed subscriber application forms to their linked MSOs, thus the real benefits of digitisation are not reaching the subscribers.

TRAI has directed all registered MSOs and their linked LCOs to ensure that the subscriber management system is fully operational, as envisaged in the QOS regulations of TRAI.
