Doordarshan to put defaulting producers under scanner for commissioned programme

As the decks are cleared for inviting proposal for commissioned programmes on Doordarshan, Prasar Bharti bosses have decided to tick-off those producers who have any dues outstanding against them. They will have to either clear their old dues or get the repayment plan approved before being awarded any assignment.

Also in order to weed out fake producers, Doordarshan Directorate has made it necessary for the prospective applicants to personally be present with their creative team whenever required for presentation of their proposals at any stage of processing before their proposals are accepted. These applicants may well be asked to produce relevant documents to prove the authenticity of their production company. DD bosses has put in this clause in guidelines for commissioned programmes after they discovered four dozen cases of fake producers who had submitted their proposals for Kashir channel. Later their cases were handed over to the CBI.

The new guidelines for commissioned programmes give a right to Doordarshan to directly assign programmes to national and international award winning producers and directors, bypassing the evaluation and costing committee. Doordarshan will also be at liberty to appoint an executive producer whenever necessary to monitor and direct the production of any commissioned programme.

Under the guidelines for commissioned programmes, there is a provision for outside producers to utilise the infrastructure available with Doordarshan as per DD’s rate card. Also there is a provision for a specail arrangement where 50% of the approved episodes in serials would be commissioned by Doordarshan and rest of the 50% will be sponsored by the applicants. But for that the producers have to inform the Doordarshan in advance at the time of submitting proposal for the commissioned programme. Such an arrangement can also be decided by Doordarshan in case of producers who have already established an brand name on television channels by telecasting programme of at least 200 hours with an average TRP of 4 plus.
