The Delhi High Court has ordered the Union Government to issue a revised notification within seven days for implementation of Conditional Access System (CAS) in the notified areas of Delhi, Mumbai and Kolkata by December 31, 2006.
The government will now get around 150 days -- 30 days less than what it has appealed for -- to roll out CAS in South Delhi, South Mumbai and South Kolkata.
On March 10, Delhi HC had ordered the government to implement CAS in Kolkata, Delhi and Mumbai within a month’s time, following which the government had filed a revised petition. Chennai is the only city in India where CAS has been rolled out and running smoothly since 2003.
Welcoming the judgment, a senior official of Indian Cablenet, a subsidiary of Citi Cable, said, “We wholeheartedly welcome the decision as it will pave the way for the introduction of addressability in the cable sector which is a longstanding demand of the sector. This will also provide necessary strength and a level playing field to the cable sector to compete effectively with other impending addressable distribution systems such as DTH and IPTV.”
