The Khurda Road Division of East Coast Railway has invited tenders under the ‘two-packet’ system from experienced firms for awarding three-year contracts for display of commercial advertisements through hoardings, glow signs and ordinary boards at seven railway stations – Bhadrak, Khurda Road, Balugaon, Dhenkanal, Talcher, Angul and Palasa.
The EMD required ranges between Rs 4,800 and Rs 12,110. The proposed locations for the display of advertisements include platform sheds, pillars, foot overbridges (FOBs) and circulating areas of the stations. The total display space allotted for the advertisements is 12,900 sq. ft.
The contract shall be awarded for a period of three years. From the second year onwards, the license fee shall be enhanced by 10 per cent over the previous year’s amount.
The hoardings will be installed outside the stations and will have a minimum standard size of 20' X 10'. These hoardings will have to be displayed in one line, showing uniformity. All the hoardings will have to be 8 feet above ground level.
The commercial advertisement boards displayed inside the stations will be of a standard size of 8' X 2', and these should be displayed in one line parallel to the track.
The glow sign boards, to be installed on pillars inside stations, will be of 3.5' X 2.5' size.
All advertisement boards on the FOBs should have a uniform width of 3 feet and are to be fixed on either side of the FOB fences facing the tracks.
Applicants are required to submit individual tenders for each station. The requisite EMD should deposited through demand draft, TDR or FDR issued from any nationalised bank. These should be drawn in favour of: FA & CAO, East Coast Railway or in form of money receipt issued by Chief Cashier, East Coast Railway, Khurda Road, in support of depositing the requisite amount.
Interested parties should have an experience of three years in outdoor advertising. Parties will have to submit copies of ‘contract acceptance or agreement letters’ of their clients covering at least three years, during the preceding seven years.
Additionally, the applicants will be required to enclose latest bank solvency certificate for Rs 10 lakh issued by any nationalised or scheduled bank, revenue authorities or district collector.
The successful bidder will be required to deposit an amount equivalent to 10 per cent of the annual license fees towards security deposit.
Tender forms costing Rs 3,000 for Bhadrak station and Rs 2,000 for the rest of the stations can be obtained from the office of the Divisional Railway Manager (Commercial), East Coast Railway, Khurda Road, Jatni, Khurda, Orissa, till 12 pm on September 30, 2010.
Individual tender forms will be issued for each railway station.
