Dept of IT invites agencies for National e-Governance Plan’s ‘umbrella’ campaign

The Department of Information Technology, under Ministry of Communications and IT, has invited proposals in two covers from agencies for empanelment for the National e-Governance Plan (NeGP) ‘umbrella’ campaign, including outdoor activities. The empanelment period is for two years and the periodic performance assessment shall be carried out during the duration of empanelment. The EMD required is Rs 2 lakh.

Empanelled agencies shall be responsible for producing outputs related to information, education and communication (IEC). They also need to conceptualise and design materials for outdoor IEC activities like hoardings, bus/ train panels, bus shelters, illuminated signage, wall paintings, display panels, and other exhibition materials.

The agencies will also conceptualise and develop IEC materials for radio, TV in different formats like spots/ jingles, radio and TV magazines, short films/ documentaries, training films, interactive shows, and audio visual material in any other formats as per requirements. Other pre-press work for the IEC print materials like brochures, booklets, primers, guidelines, folders, leaflets, posters, calendars, annual reports, railway reservation tickets, electricity and gas bills, postal stationeries, etc., will also be their responsibility.

IEC materials for all the formats are required to be made in Hindi, English and regional languages. The empanelled agencies shall also be responsible for various outdoor events, workshops; conceptualisation, designing and implementing outreach initiatives in rural areas; conceptualising and conducting full-fledged, van-based campaigns across locations; organising stalls at notable e-Governance events, conferences and exhibitions and carrying out research related activities.

All advertisements will be released through the Directorate of Advertising and Visual Publicity (DAVP).

To be eligible for empanelment, applicants should be empanelled with DAVP under categories A and B only. Applicants should have executed composite contracts with overall billing amount of at least Rs 50 lakh in the last three years. They should also have carried out communication campaigns for government ministries, departments, PSUs or multilateral institutions such as UNICEF, WHO, UNDP and so on for a minimum billed value of Rs 3 crore in the last three years. Applicants should be accredited to INS and be a member of AAAI.

A pre-bid meeting will be held on September 6, 2010 at 3 pm in the office of the Joint Director, e-Governance.
