 Net Neutrality: TRAI explains reason behind revealing email ids of net neutrality supporters

Some weeks ago, Telecom Regulatory Authority of India asked people of India to share their views on net neutrality and share their opinions. The regulator asked twenty questions. They have asked the views on the consultation paper published by TRAI on March 27, 2015 titled "Regulatory Framework For Over-the-Top (OTT) Services.

Millions of people replied in support of net neutrality. However, TRAI released more than one million emails ids and the contents of their response on its website in the PDF format.

After this action TRAI’s website was also hacked for some time by a group @opIndia revenge .

In the latest development yesterday TRAI said, “In response to the consultation paper, TRAI received a large number of e-mails from various stakeholders as comments to the consultation paper. In their response, stakeholders also requested that their responses be published on the TRAI website alongside other comments received, in line with past practice regarding such public consultations. After processing the received emails to filter various spam emails, duplicate e-mails etc and for proper display in the web, these emails were uploaded on TRAI website. Since many of the emails had only email id as the header, for easy identification of the stakeholders comments, the comments were segregated date-wise along with their email ids and uploaded.”

TRAI also pointed out the reason behind highlighting the names. TRAI said, “A number of stakeholders have voiced their concern that display of their email address may result in spamming. Therefore, all stakeholders are hereby informed that during submission of their counter comments, if anyone desires that his/her email id should not be displayed, it may be specifically stated so in the email. However, a proper name for identification and display in the counter comment must be included. Such respondent should also include “Do not display my id” in the subject of the email.”
