Background
The National AIDS Control Organisation (NACO) has identified BBC World Service Trust as its technical and creative agency. In this role, the Trust will provide NACO with the required technical inputs, hire expertise and implement communication interventions while building capacities within the organization for effective planning, implementation and monitoring of communication. Specifically, the Trust will be the creative agency for NACO’s mass media communication needs on condom normalization and promotion of its STI franchises.

As part of this mandate, the BBC World Service Trust will also transfer the learnings from its past experience to the Government of India at the national and state levels. As part of this support, the Trust will hire and train staff that will provide need based technical support and strategic inputs to the State AIDS Control Societies. There will be one for the south based in Karnataka, one for Maharashtra, one for north based in Uttar Pradesh and one for the North Eastern Regional Office (NERO) in Guwahati.

Summary
The Regional Communication Officer will work closely with the Information, Education and Communication (IEC) Officer within the SACS on the day-to-day implementation of its HIV portfolio, which includes the provision of technical support and work on specific campaigns. The Communication Officer will also offer inputs for the Trust’s national high-profile campaigns to normalise condoms and promote STI services. The role requires a strategic thinker who understands the media and development field, is diplomatic and experienced working with government, and is able to multi-task and prioritise. The Regional Communication Officer will be a key liaison between the Trust and the SACS and will need to understand and prioritise how the Trust can directly and indirectly support it strategically and operationally.
Main duties and responsibilities Strategy:
• Participate in the strategic development of the IEC portfolio of the SACS; e.g. by initiating new ideas on how to maximise project effectiveness.
• Identify innovative ways in which SACS can partner with media outlets, private sector and other key stakeholders.
• Provide strategic inputs on creative and overall communication strategies.

Capacity building:
• Assist in building the capacity of SACS on IEC, with an emphasis on strategic communication to implement behaviour change and mass media.

Project implementation:
• Liaise and coordinate with the JD (IEC) NACO, IEC Officer at SACS, and the Trust to understand and respond to IEC needs.
• Plan and implement IEC campaigns/outputs.
• Liaise with external media agencies commissioned to support the HIV portfolio of the SACS.
• Prepare project progress reports and document lessons learned.
• Help to develop specific IEC materials.

Support national campaigns:
• Help to implement the national campaign to normalise condoms and promote NACO’s STI franchise in Maharashtra.
• Provide feedback and inputs from the state to strengthen these campaigns.

Specific deliverables will be agreed in consultation with the SACS, but may include the following:
• Coordinate press relations to raise the profile of the SACS and awareness raising of HIV.
• Liaise with external media agencies commissioned to support the HIV portfolio of the SACS, such as media planning and monitoring agencies.
• Assist in the evaluation of the technical and financial proposals of external agencies.
• Write content for the NACO website.

Qualifications
• Masters Degree/PG Diploma in Mass Communication, Development, Public Health or other relevant field from a recognised institute.
• Direct experience working with mass media (news, entertainment or advertising).
• Demonstrable experience working with the Government of India. Experience working with NACO, SACS and familiarity with NACP III would be an asset.
• Sound knowledge of HIV-related issues.
• Demonstrable interest in the potential of using media for behaviour change desirable.
• Previous exposure to and understanding of audience research and the integration of research findings into creative outputs desirable.
• An understanding of international development procedures and practices and commitment to international development objectives, preferably interfaced with media, desirable.

Project Summary The BBC World Service Trust is implementing a Bill & Melinda Gates Foundation-funded project titled “Shaping Demands and Practices for Family Health in Bihar” (SDP). This project combines mass media, information communication technology, community mobilization and interpersonal communication to engage families and communities but also networks of service providers, community leaders and other influencers and health system officials. Despite major strides made by the Government of Bihar, the overall health status of the state is poor. Reproductive, maternal, child and neonatal health remains a major concern, with infant mortality, maternal mortality and total fertility rates much higher than the all-India level. The entire project is designed to build continuously the capacity of the government so that key lessons, products and methodologies can be transitioned to the government for scale-up and sustainability.
 
Job Purpose As part of the Trust’s Creative and Production Team in India, working to the National Creative Director & Executive Producer and Radio Producer, Bihar (on the Radio programme), the Associate Producer – Radio & Mobile should be a mid-level talent (with about 5-6 years’ experience). S/he will be responsible for the ideation/ writing and production/ voicing of a long format radio show and different mobile products. S/he will also recruit, train and manage Citizen Journalists if it is required.

The radio programme will combine entertainment and factual content in Hindi. The mobile products will range from a mobile drama to IVRS content for families and health workers.

S/he must ensure creative excellence, messaging effectiveness and – working with the National Creative Director, Radio Producer and the Production Team, the Project Management and Research Teams - the cost efficient and effective dissemination of output. S/he will ensure that the radio programme is clutter-breaking, original and effective as it will be measured against stipulated project goals and benchmark indicators. Project Summary Earth Headlines: Raising the Profile of Climate Change in the Indian Media
Climate change issues are currently poorly covered within the Indian media. In order to increase the quantity and quality of media coverage on climate change issues, this project aims to:
• increase the capacity and skills of journalists to effectively report on climate change;
• improve the capacity of NGOs in the target states to use the media to communicate climate change issues to communities and policy makers; and
• strengthen links and networks between the media and NGOs.
Earth Headlines will be implemented in two strategic phases. The first phase will focus on the development of a media training strategy and approach including a Training Needs Assessment of media houses and NGOs in four target Indian cities. The second phase will oversee implementation of the strategy, which is anticipated to focus on training of trainers, workshops specifically designed for journalists, NGOs and joint training exercises, as well as online mentoring.
 
Overall Purpose of the Job The Project Manager will be responsible for the overall management of the project including developing the strategy and approach to the training needs assessment, managing donor and partner relations, monitoring and reporting on all aspects of the project. The Project Manager will also ensure that the project is being implemented to time and on budget.
Main Duties 1. Ensure that all aspects of the project are completed on time and within the agreed budget.
2. Manage all activities including regular donor progress reporting as per requirements of the project.
3. Develop good working relationships with all project partners and set up robust working arrangements for planning, producing, maintaining and reviewing the delivery of the project.

Project Summary India has about 1.8 million new cases of tuberculosis annually, accounting for a fifth of new cases in the world. More than 80% of the burden of tuberculosis is due to premature death. The BBC World Services Trust is to developing an evidence-informed, integrated Behaviour Change Communications campaign on TB across six Indian states. The Trust will produce and distribute a series of PSAs for a mass media campaign on television and radio, a multi-media toolkit for mid-media and interpersonal activities and a long duration radio programme.
Overall Purpose of the Job The Project Manager will be based in New Delhi although the role may require local travel to areas covered by the project. S/he will be responsible for the overall management of the project including overseeing the development and production of all outputs, ensuring they meet the creative brief and adhere to BBC editorial standards, ensuring all research is conducted and delivered in a timely fashion, managing relationships with all stakeholders, and monitoring and reporting on all aspects of the project. The Project Manager will also ensure that the project is implemented to time and on budget. The role requires a strategic thinker with strong project management skills who understands the media and development field. S/he needs experience working at a high level where diplomacy and good interpersonal skills are essential. The role also requires experience working with government agencies, and the ability to multi-task and handle complex and competing priorities.
Main Duties 1. Plan and implement TB prevention and treatment campaign outputs.
2. Ensure that all aspects of the project are completed on time and within the agreed budget.
3. Manage all activities including regular donor progress reporting as per requirements of the project.
4. Develop good working relationships with all project partners and set up robust working arrangements for planning, producing, maintaining and reviewing the delivery of the project.
5. Manage the project budget and monitor closely expenses vis-à-vis project budget.
6. Manage a small team of fixed-term staff and/or consultants.
7. Plan and oversee development of media outputs and toolkits.
8. Ensure that all outputs are delivered within agreed standards, timescales and budgets.
9. Assist the production team to identify, commission and negotiate with production facilities and others to execute mass media output, and ensure they deliver in a timely, effective and cost efficient manner.
10. Work closely with the Research and Learning Group to pretest project outputs.
Skills, Knowledge and Experience required 1. Experience managing projects in an international development setting.
2. Excellent financial management and budgeting skills and a flawless record of financial integrity.
3. Experience in behaviour change communication and media.
4. Demonstrable experience of quality programme-making and the use of media for development.
5. Knowledge of public health related issues, particularly TB, desirable.
6. Excellent communication skills and the ability to negotiate tactfully and effectively.
7. Ability to demonstrate a high degree of self motivation and strategic thinking.
8. Sound editorial judgement and understanding of core BBC values of impartiality, independence and accuracy.

PSI India is partnering with the BBC World Services Trust (BBC WST) to develop an evidence-informed, integrated Behaviour Change Communications campaign and deliver focused messages on T.B to at-risk populations across six Indian States. The BBC WST will produce and distribute a campaign comprising TV and radio PSAs, a radio programme, a campaign tool kit for mid-media and IPC activities.
 
Job Purpose As part of the Trust’s Creative and Production Team in India, working to the National Creative Director & Executive Producer, the Radio Producer TB should be a senior level talent (with about 10 years’ experience). S/he will be responsible for the ideation and production of a long format radio show. S/he has to ensure that the show meets PSI’s creative brief and adheres to BBC editorial standards. The radio programme will consist of six half-hour episodes combining entertainment and factual content in Hindi (master version) and three other languages.S/he must ensure creative excellence, messaging effectiveness and – working to/ with the National Creative Director and the Production Team, the Project Management and Research Teams - the cost efficient and effective dissemination of output. S/he will ensure that the radio programme is clutter-breaking, original and effective as it will be measured against stipulated project goals and benchmark indicators. S/he will be required to work closely with freelancers/ production companies/ other business associates on the execution of the output. Main Duties The Radio Producer is responsible for the creative and production aspects of the TB Radio show and for its dissemination. 1. Devise a new weekly radio programme for transmission on partner radio stations.
2. Oversee the ongoing direction and production of the output, ensuring that content is well researched, culturally sensitive and complies with the objectives of the project.
3. Take principal responsibility for the production of the output and ensure it is produced to the highest standards of quality.
4. Maintain editorial quality control of the output, with due regard to BBC Editorial Guidelines and the aims of the project.
5. Recruit, train and lead a team of community reporters and manage the incorporation of their contributions into the output if required.
6. Manage the Radio Production team and the panel of freelancers and ensure that they receive adequate guidance and supervision.
7. Manage the radio production budget.
