| Background |
The
National AIDS Control Organisation
(NACO) has identified BBC World
Service Trust as its technical
and creative agency. In this
role, the Trust will provide
NACO with the required technical
inputs, hire expertise and implement
communication interventions
while building capacities within
the organization for effective
planning, implementation and
monitoring of communication.
Specifically, the Trust will
be the creative agency for NACO’s
mass media communication needs
on condom normalization and
promotion of its STI franchises.
As
part of this mandate, the
BBC World Service Trust will
also transfer the learnings
from its past experience to
the Government of India at
the national and state levels.
As part of this support, the
Trust will hire and train
staff that will provide need
based technical support and
strategic inputs to the State
AIDS Control Societies. There
will be one for the south
based in Karnataka, one for
Maharashtra, one for north
based in Uttar Pradesh and
one for the North Eastern
Regional Office (NERO) in
Guwahati.

| Summary |
The
Regional Communication Officer
will work closely with the Information,
Education and Communication
(IEC) Officer within the SACS
on the day-to-day implementation
of its HIV portfolio, which
includes the provision of technical
support and work on specific
campaigns. The Communication
Officer will also offer inputs
for the Trust’s national
high-profile campaigns to normalise
condoms and promote STI services.
The role requires a strategic
thinker who understands the
media and development field,
is diplomatic and experienced
working with government, and
is able to multi-task and prioritise.
The Regional Communication Officer
will be a key liaison between
the Trust and the SACS and will
need to understand and prioritise
how the Trust can directly and
indirectly support it strategically
and operationally. |
| Main
duties and responsibilities |
Strategy:
• Participate in the strategic
development of the IEC portfolio
of the SACS; e.g. by initiating
new ideas on how to maximise project
effectiveness.
• Identify innovative ways
in which SACS can partner with
media outlets, private sector
and other key stakeholders.
• Provide strategic inputs
on creative and overall communication
strategies. Capacity
building:
• Assist in building the
capacity of SACS on IEC, with
an emphasis on strategic communication
to implement behaviour change
and mass media.
Project implementation:
• Liaise and coordinate
with the JD (IEC) NACO, IEC
Officer at SACS, and the Trust
to understand and respond to
IEC needs.
• Plan and implement IEC
campaigns/outputs.
• Liaise with external
media agencies commissioned
to support the HIV portfolio
of the SACS.
• Prepare project progress
reports and document lessons
learned.
• Help to develop specific
IEC materials.
Support
national campaigns:
• Help to implement the
national campaign to normalise
condoms and promote NACO’s
STI franchise in Maharashtra.
• Provide feedback and
inputs from the state to strengthen
these campaigns.
Specific

in consultation with the SACS,
but may include the following:
• Coordinate press relations
to raise the profile of the

| Qualifications |
•
Masters Degree/PG Diploma in
Mass Communication, Development,
Public Health or other relevant
field from a recognised institute.
• Direct experience working
with mass media (news, entertainment
or advertising).
• Demonstrable experience
working with the Government
of India. Experience working
with NACO, SACS and familiarity
with NACP III would be an asset.
• Sound knowledge of HIV-related
issues.

BBC World Service Trust is implementing
a Bill & Melinda Gates Foundation-funded
project titled “Shaping
Demands and Practices for Family
Health in Bihar” (SDP).
This project combines mass media,
information communication technology,
community mobilization and interpersonal
communication to engage families
and communities but also networks
of service providers, community
leaders and other influencers
and health system officials.
Despite major strides made by
the Government of Bihar, the overall
health status of the state is
poor. Reproductive, maternal,
child and neonatal health remains
a major concern, with infant mortality,
maternal mortality and total fertility
rates much higher than the all-India
level. The entire project is designed
to build continuously the capacity
of the government so that key
lessons, products and methodologies
can be transitioned to the government
for scale-up and sustainability.

show and different mobile products.

and manage Citizen Journalists
if it is required. The
radio programme will combine

Headlines: Raising the Profile
of Climate Change in the Indian
Media
Climate change issues are currently
poorly covered within the Indian
media. In order to increase the
quantity and quality of media
coverage on climate change issues,
this project aims to:
• increase the capacity
and skills of journalists to effectively
report on climate change;
• improve the capacity of
NGOs in the target states to use
the media to communicate climate
change issues to communities and
policy makers; and
• strengthen links and networks
between the media and NGOs.
Earth Headlines will be implemented
in two strategic phases. The first
phase will focus on the development
of a media training strategy and
approach including a Training
Needs Assessment of media houses
and NGOs in four target Indian
cities. The second phase will
oversee implementation of the
strategy, which is anticipated
to focus on training of trainers,
workshops specifically designed
for journalists, NGOs and joint
training exercises, as well as
online mentoring. |

of tuberculosis annually, accounting
for a fifth of new cases in the
world. More than 80% of the burden

Trust is to developing an evidence-informed,
integrated Behaviour Change Communications
campaign on TB across six Indian
states. The Trust will produce
and distribute a series of PSAs
for a mass media campaign on television
and radio, a multi-media toolkit
for mid-media and interpersonal
activities and a long duration

Purpose of the Job |
The
Project Manager will be based
in New Delhi although the role
may require local travel to areas
covered by the project. S/he will
be responsible for the overall
management of the project including
overseeing the development and
production of all outputs, ensuring
they meet the creative brief and
adhere to BBC editorial standards,
ensuring all research is conducted
and delivered in a timely fashion,
managing relationships with all
stakeholders, and monitoring and
reporting on all aspects of the
